Most private label programs don’t fail because the product idea was wrong. They fail because the factory couldn’t hold a spec, missed a delivery window twice in a row, or turned out to have a subcontractor nobody had vetted. Picking a manufacturer is the highest-leverage decision in the entire private label process, and it’s usually made faster than it should be – a few email exchanges, a sample that looked fine, a price that fit the budget. This article walks through a repeatable way to do it: a five-stage RFP process, a weighted scorecard you can actually score people against, and the certification and quality-control benchmarks that separate a real audit from a factory tour.

Why Vendor Selection Is Getting Harder to Wing

For years, “find a factory, get a few quotes, go with the one that feels right” was a workable strategy for a lot of private label brands. Buyers had dozens of countries to choose from and could afford to learn a vendor’s quirks the expensive way, one bad shipment at a time. That’s changing.

48% of U.S. fashion companies now plan to source from fewer vendors over the next two years – almost three times the share that said the same in 2025, according to the U.S. Fashion Industry Association’s 2026 benchmarking survey, run with the University of Delaware. At the same time, the share planning to add more countries to their sourcing base dropped from 59% to 21%.

In other words, the era of hedging risk by spreading orders across a wide, loosely-vetted vendor base is winding down. Tariff volatility, freight cost swings, and compliance exposure are pushing buyers toward fewer, more capable partners – which raises the cost of picking the wrong one. When a program is running twelve marginal vendors, one weak link is an annoyance. When it’s running three, one weak link is the program.

That’s the case for treating vendor selection as a process with steps and a scorecard, not a gut call. The Five-Stage RFP Process

A request-for-proposal process for a private label manufacturer doesn’t need to look like a Fortune 500 procurement exercise, but it does need stages, and each stage needs a reason to eliminate candidates. Here’s what that funnel typically looks like for a mid-size private label program adding a new category:

1. Build the longlist from more than one channel

Trade shows, sourcing platforms, referrals from other brands, and your fabric mill’s own client list all surface different types of factories. Relying on a single sourcing agent’s roster is the fastest way to end up with twenty options that are really three options with different letterheads.

2. Screen on paper before you screen in person

Business license, export history, existing certifications, three trade references, and a straight answer to “who else makes this category for you” filters out roughly half the list before anyone books a flight or a video call. Factories that dodge the reference question are telling you something.

3. Audit the survivors

This is where certifications and an on-the-ground or live-video walkthrough come in – covered in detail below.

4. Run a real sample and pricing round

Not a proto sample made by the owner’s best machinist on a quiet Tuesday. A production-representative sample, cut from the actual fabric and trims you’ll use, priced against your real target quantities and payment terms.

5. Award and document

The contract should reference the scorecard result, not just the price. If the relationship goes sideways in eighteen months, you want a paper trail showing this wasn’t a coin flip.

The Weighted Supplier Scorecard

Price is the easiest number to compare and the worst one to decide on alone. A scorecard forces the comparison onto the criteria that actually predict whether a vendor relationship survives its first difficult season – a late fabric delivery, a size run that comes back off-spec, a request to expand capacity mid-quarter.

What a Real Factory Audit Actually Covers

“We audited them” can mean anything from a two-hour compliance walkthrough by a licensed third party to a video call where someone points a phone at a sewing floor for ten minutes. The difference matters, and it’s worth knowing which certification you’re actually asking for.

All three cover the same core ground – child and forced labor, working hours and wages, health and safety, fire safety – so ask the factory which one they hold rather than assuming “certified” means what you think it means. A factory with an expired WRAP certificate from three years ago is not a certified factory. If a category carries heavier compliance risk (children’s wear, anything with electronics or magnets, licensed goods), it’s worth commissioning your own third-party audit rather than accepting the factory’s most recent report at face value.

Setting quality standards with AQL

Acceptable Quality Limit, or AQL, is the statistical sampling standard (based on ANSI/ASQ Z1.4) that determines how big an inspection sample needs to be and how many defects a batch can have before it’s rejected. Most apparel programs work with AQL 2.5 for major defects and AQL 4.0 for minor ones, with a zero-tolerance line for anything safety-related.

These figures come from the standard ANSI/ASQ Z1.4 tables for General Inspection Level II – always confirm the exact accept/reject numbers with your QC provider for your specific batch size, since they shift with lot size and inspection level.

MOQ and Lead Time: Setting Realistic Expectations

Two questions come up in nearly every first call with a new factory: how few units can we order, and how fast can we get them. The honest answer to both depends heavily on whether you’re working domestically or overseas, and on which production model the factory itself runs.

Lead time follows a similar domestic-vs-overseas split, but the gap is bigger than most first-time buyers expect – and it isn’t just shipping time. It’s the number of revision rounds a sample needs, and how long each round takes to travel back and forth.

The gap isn’t only freight. A sample revision at a domestic factory takes about one to two weeks round trip; the same revision overseas, including shipping the physical sample back and forth, runs two to four weeks. Two or three rounds of revisions – normal for a first order with a new vendor – can add a month and a half to an overseas timeline before a single unit is in production. If your first order with a new overseas factory is time-sensitive, plan the calendar around the pessimistic end of the range, not the optimistic one.

The Lean Alternative to Bulk MOQ

The standard MOQ table above describes the default path: bigger orders buy a lower unit cost, but they also lock working capital into inventory that has to sell through before it pays you back. For a lot of private label programs, especially ones testing a new category or a new style, that trade-off is the real constraint – not the unit cost, but the risk of sitting on stock that doesn’t move.

There’s a second path. A layer of small factories (not family-owned, but set up for modular and agile manufacturing) – including in Asia, not just domestically – run true lean, just-in-time production instead of large-batch manufacturing. We’ve built direct partnerships with vendors in this category specifically to give clients an alternative to the bulk-buy model: rather than committing to a thousand-unit run to hit a workable per-unit cost, a program can place a minimum order of roughly 25 units across most apparel categories, with production and delivery to the customer’s location in 6 to 8 weeks.

That changes what a brand can actually do with a new style. Instead of buying deep on a guess and hoping it sells, a program can place a small first order, watch how it performs, and reorder into real demand – testing and scaling instead of forecasting and hoping. The capital that would have been tied up in a large opening buy stays liquid, inventory turns improve, and the margin that used to get eaten by markdowns on leftover stock stays in the business. In practice, that’s cash freed up to put into marketing and demand generation instead of sitting in a warehouse – which is the more durable driver of growth than the per-unit discount a large MOQ buys you.

Red Flags vs. Green Flags During a Factory Visit

Whether the visit happens in person or over video, a handful of observable details tell you more than the sales deck will.

  • Willing to show the production floor without a scheduled “tour route”
  • Can name and produce documentation for other clients in your category
  • Quality control staff report to someone other than the production manager
  • Machinery shows signs of ongoing maintenance and reinvestment
  • Straightforward about current capacity utilization and backlog
  • Offers a realistic, slightly conservative delivery date rather than the fastest possible one

Red flags

  • Certification documents are photocopies, expired, or “being renewed”
  • Reluctant to disclose whether any part of the order will be subcontracted
  • Quoted lead time is dramatically faster than every other bidder
  • Sample room and production floor are in different, unannounced locations
  • Payment terms require a deposit well above the 30-50% industry norm
  • No clear answer to “what happens if this order is late”

What This Looks Like in Practice

That timeline only worked because the vendor selection wasn’t the bottleneck – the scorecard and audit stage were compressed into weeks, not months, by starting with a pre-screened longlist and moving straight to sample rounds with the top two candidates instead of running a slower, sequential evaluation. The lesson generalizes: a fast private label launch isn’t the result of skipping vendor diligence, it’s the result of front-loading it so the RFP process runs in parallel with design and costing work instead of after it.

Five Questions Before You Sign

  1. Can this factory produce your real order volume at your real quality bar, not just the sample?
  2. What does their certification actually cover, and when does it expire?
  3. Have you spoken to at least two current clients, not just the ones the factory suggested?
  4. Does the quoted lead time survive two rounds of sample revisions?
  5. If this order goes wrong, does your contract say what happens next – or are you relying on goodwill?

If any of those five don’t have a confident answer, that’s the gap to close before a purchase order goes out, not after.
